EU citizens already have largely equal status to Germans.
They are, for example, entitled to vote in local elections and to stand for election locally as well. In addition to this the law makes it especially attractive to this group of people to acquire German nationality by enabling them to do so without having to give up the nationality of their country of origin.
The prerequisite for this is that their country of origin grants the same right to Germans when becoming naturalised there.
